The Itaipu Project hosted a discussion that explored the nexus between sovereignty and environmental, sustainability and human rights interests in the context of bilateral, treaty negotiation. This event was co hosted by the Global Justice Academy.
Annex C of the Itaipu Treaty: A discussion through the lens of sovereignty and energy justice
In 2023 the High Contracting Parties of the Itaipu Treaty will revise the financial basis for the energy tariffs of the world’s largest renewable energy producing dam. Fifty years after the original negotiation - in 1973 - the prospects of what exactly a beneficial outcome would translate into for Paraguay and Brazil have kept politicians, stakeholders and academics equally busy. Most recently, some ‘big’ international law and relations concepts such as sovereignty, (energy) justice, power asymmetry and social and economic rights have been invoked. The Itaipu Project, developed by the University of Edinburgh (UoE), Universidad Nacional de Asuncion (UNA) and Fundação Getulio Vargas, has invited Ms Cecilia Llamosas (University of Sussex and UNA) to share the findings of some of her research on these topics in the context of the revision of Annex C of the Itaipu Treaty. Her work will be discussed by Kasey McCall-Smith (UoE), Julia Calvert (UoE), Veronica Ruiz Abou-Nigm (UoE) and Ana Maria Daza-Clark (UoE) also chairing.

En 2023, las Altas Partes Contratantes del Tratado de Itaipu revisarán las bases financieras de la tarifa de energía de la represa productora de energía renovable más eficiente del mundo. Cincuenta años después de la negociación del Tratado, en 1973, las expectativas de lo se que prevé como un resultado exitoso tanto para Paraguay como para Brasil, han mantenido ocupados a políticos, ciudadanía y la comunidad académica. Recientemente, se ha apelado a conceptos importantes de derecho y relaciones internacionales, tales como ‘soberanía’, justicia (energética), asimetrías de poder y derechos sociales y económicos. El Proyecto Itaipu, desarrollado por la Universidad de Edimburgo (UoE), la Universidad Nacional de Asunción (UNA) y la Fundación Getulio Vargas, han invitado a Cecilia Llamosas (Universidad de Sussex y UNA) a compartir algunos hallazgos de su agenda de investigación referente a la revisión del Anexo C del Tratado de Itaipu. Su trabajo será discutido por Kasey McCall-Smith (UoE), Julia Calvert (UoE), Verónica Ruiz Abou-Nigm (UoE) y Ana María Daza-Clark (UoE) también presidiendo el evento.
